The fines are actually civil penalties against lorry drivers BECAUSE THEY KNOW AND CANNOT PROVE OTHERWISE that the lorry drivers are not undulging in criminal activities,and cannot bring them before a court of law.
By losing the battle against the criminal gangs the government picked on the victims of crime
