    Frankly, nobody comes out of this smelling of roses. Not the Conservatives who really did leave a lot for the new government to clear up, and were not honest about the challenges ahead. Not Labour, which knew the broad outline of these challenges, but refused to confront them in its manifesto and pre-election statements. And not our institutional framework, which meant that some of the immediate problems were allowed to fester and were obscured in the official data.

    Reeves ran through a host of issues, but there were two big ones. The first was the lack of cash available to meet public sector pay settlements of any more than about 2 per cent. The second was that nearly all the estimated £6.4 billion cost of supporting asylum seekers was unfunded, in the sense of not appearing in the Home Office’s departmental budget.”

    All the important information was at Reeves’s fingertips long before the election was called. Not wanting to talk about it during an election is one thing – but suggesting it is new information is quite another.

    The latest assessment, which was carried out less than five months ago, pointed to the departmental spending holes which are about to be presented as shocking information. Not even the headline figure is new: the Institute for Fiscal Studies has been pointing to roughly a £20 billion black hole for months (along with a great many other spending gaps, including in Labour’s manifesto). Former chancellor Jeremy Hunt’s fiscal statements both this year and last suggested that there would be big public spending cuts in the new parliament so he could both lower taxes and meet his financial targets. Bodies such as the OBR have been highlighting this trade-off since it began. It’s a conundrum, yes – but it’s by no means new.”

    “In reality the largest single item of ‘spending pressure’ in the current fiscal year was actually pay awards for public sector workers that the Chancellor had agreed to since taking office earlier this month,” analysts at RBC said.

    Pay rises for the public sector, which came in at between five and six per cent, cost the Chancellor £9.4bn, Departments were only given funding for a 2 per cent rise at the last spending review in 2021.

    Asylum spending was the third largest contributor at £6.4bn. This resulted from the costs from the Conservative decision to stop processing asylum claimants while doing nothing to budget for the resulting costs.

    Rachel Reeves claimed that the last government “covered up the true extent of the crisis and its spending implications.” But Labour did already know about some of the funding pressures.

    Back in February Labour pointed to the “eye-watering overspend on asylum support”. James Smith, research director at the Resolution Foundation think-tank, told the Financial Times that Labour “knew there was overspend in the Home Office budget”

    “I have never considered SNP leader John Swinney to be in the mould of Nostradamus but I distinctly remember that during the election campaign he (Mr Swinney) repeatedly stated that there was a £20 billion deficit in UK Government finances and that the Labour Party would continue to inflict austerity on the country after the election. The figures he quoted came from the Institute of Fiscal Studies (IFS) and were in the public domain. If Sir Keir is now trying to indicate that he had no inkling of this he is either being dishonest or incompetent. ”
