Decriminalise TV Tax? Be careful what you wish for.
At the moment having a TV without having a licence is a criminal offence. To be convicted of a criminal offence the level of proof required is beyond reasonable doubt. Coupled with that the gathering of evidence and handling of a criminal case has to be beyond reproach.
So the offence is decriminalised. This will mean that the “offender” will be subject to Civil procedures in the County Court. An invoice will be issued for non compliance similar in nature to parking charge notices and it will then be incumbent on the victim to prove they don’t owe the money. Theoretically everyone in the Country could be billed. It won’t be just a licence fee that would be claimed for, there would also be costs and penalties.I’m sure that Crapita would be delighted

Decriminalise TV Tax? Be careful what you wish for.
At the moment having a TV without having a licence is a criminal offence. To be convicted of a criminal offence the level of proof required is beyond reasonable doubt. Coupled with that the gathering of evidence and handling of a criminal case has to be beyond reproach.
So the offence is decriminalised. This will mean that the “offender” will be subject to Civil procedures in the County Court. An invoice will be issued for non compliance similar in nature to parking charge notices and it will then be incumbent on the victim to prove they don’t owe the money. Theoretically everyone in the Country could be billed. It won’t be just a licence fee that would be claimed for, there would also be costs and penalties.I’m sure that Crapita would be delighted

No. It isn’t illegal to own or watch a TV. It does depend on what you watch though, as you say. What I meant of course was that watching live TV, as defined in legislation, is illegal and is subject to criminal sanction.
Decriminalisation will make things much easier for the BBC and Capita.

Flotsam, taffman is quite correct you can own a digital TV or CRT TV with a digital decoder but if you only watch ITV, C4 and C5 catch-up services it is quite legal. You only need a TV Licence to watch BBC ‘live’ broadcasts or iPlayer now that the BBC have welshed on the original agreement for their iPlayer services.

If I’d been smoking, I’d have also lit a pipeful of Gold Block, which I’d have filled a few miles back, (both hands, steering by knees), and was savouring for the M2 bit around Dartford, where all the chavs join the road and beat everyone up driving their Ford Fiestas.

“Some people say”, “the BBC has learnt” (take your pick), that some Civil Servants in the Home Office are complaining that those new members of staff recruited to deal with the illegal invasion alongside them have no experience. I read this differently. What they (“some people”) have complained about is that, they, probably immigrants themselves (Civil Service = > 20% immigrants), are objecting to newcomers doing things by the book and rejecting too many illegal invaders.

What became more interesting to me than finding the article was discovering how HARD it was to find.
